What Is MBGL?
MBGL (Maturity-Based Graded Levels) is a multi-tiered accreditation system introduced under NAAC’s reformed framework after the Binary Accreditation stage. It assesses maturity across governance, academics, research, innovation, and infrastructure, with five ascending levels (1–5). Institutions progress upwards as they enhance quality and impact.
MBGL uses a mix of technology-enabled verification, stakeholder validation, and selective expert review. Most assessments are online, with minimal physical visits, to ensure transparency, speed, and reduced subjectivity.
MBGL Level Structure:
Level 1 – Foundational Maturity
Focus: Meeting minimum statutory compliance, essential infrastructure, and basic academic processes.
Core Areas
UGC/AICTE/other statutory body approvals in place.
Compliance with minimum faculty–student ratios.
Foundational infrastructure: classrooms, labs, library, internet connectivity.
Basic student support systems (guidance, remedial support).
Assessment Mode: Fully online, based on verified documents uploaded to the accreditation portal. No routine physical visits.
Level 2 – Institutional Strengthening
Focus: Moving beyond compliance into structured, quality-driven processes.
Core Areas
Active Internal Quality Assurance Cell (IQAC) with Annual Quality Assurance Reports (AQARs).
Initial research and innovation initiatives (student projects, small grants, hackathons).
Institutional ERP/LMS adoption for record-keeping and administration.
Regular stakeholder feedback systems (students, alumni, industry).
Assessment Mode: Online review + stakeholder feedback validation (may include surveys/interviews).
Level 3 – Excellence in Core Functions
Focus: Demonstrating strong performance in teaching–learning and governance.
Core Areas
Strong academic flexibility; CBCS and multidisciplinary electives in place.
Outcome-based education mapped to Programme Outcomes (POs) and Course Outcomes (COs).
Consistent research output: quality publications, patents, industry collaborations.
Evidence of graduate success (placements, higher studies, start-ups).
Robust governance practices and transparent administration.
Assessment Mode: Hybrid: online review + selective physical verification through peer experts (minimal, targeted visits or remote audits).
Level 4 – National Excellence
Focus: Serving as a benchmark institution within India.
Core Areas
High research impact (Scopus/Web of Science-indexed publications).
Significant funded projects from national agencies (UGC, DST, DBT, etc.).
Recognized community outreach and extension programs.
Leadership in curriculum design and pedagogical innovation; mentoring other institutions.
Recognition in national rankings or awards.
Assessment Mode: Hybrid: online review + expert peer review visit where required.
Level 5 – Global Excellence
Focus: Meeting world-class academic and research standards.
Core Areas
Presence in global university rankings (QS, THE, ARWU).
International collaborations, exchange programs, and joint degrees.
High proportion of international students and faculty.
Breakthrough research and patents of global significance.
Contributions to global academic initiatives and policy.
Assessment Mode: Hybrid: online review + international benchmarking and peer validation (may involve global experts).
Validity & Progression:
Validity: Each MBGL accreditation level is valid for 3 years.
Progression: Institutions can attempt to move to the next higher level during any renewal cycle by meeting the higher-level criteria.
Fallback: If standards are not maintained, the institution may be downgraded to a lower MBGL level in the next cycle.
